Are uploaded images sent to a server?

No. The resize, conversion, and target-size search run locally in your browser. Files stay on this device unless you choose to upload them somewhere else afterward.

Can the tool guarantee an exact target size every time?

It aims to finish at or below the selected limit, but browser image encoders are not mathematically exact. The tool uses bounded quality search and proportional downscaling to get as close as possible, then clearly reports whether the target was achieved.

Why is PNG target-size mode less predictable?

Canvas PNG output is lossless, so lowering a quality number does not meaningfully shrink the file. If PNG still exceeds the limit after resizing, use WebP or JPEG when transparency and lossless output are not required.
